The wax seal is a common culprit, but pulling the toilet without first checking where the water is coming from can mean solving the wrong problem.
A worn or disturbed wax ring can allow water to escape when the toilet is flushed.
A toilet that rocks or shifts can disturb the seal underneath and may point to mounting or flange problems.
A cracked, corroded, loose, or poorly positioned flange can prevent the toilet from sealing properly.
A tank, supply connection, shut-off valve, or condensation can sometimes send water down to the floor and make the base look guilty.

After the approved repair, the toilet is secured, reconnected, tested, and checked for leaks and proper operation.
